
WHAT IS ISPM15? It is a standart governing the use of the wooden packaging material in international trade, it is adopted by the IPPC (International Plant Protection Convention) of which our country is also a member. According to the ISPM15, no matter what the exported product is, every kind of wood packaging material (pallets, boxes, packing cases, chocks,etc, except those less than 6mm thick) must be processed (heat treatment or methyl bromide fumigation) and marked. Heat treatment and methyl bromide fumigation can be done only by the component companies. ISPM15 was accepted in order to prevent the entrence, transport and spread of harmful organism to and from abroad through wood packaging materials. There are two methods which are suitable for the ISPM: HEAT TREATMENT: Heating of the wood packaging materials for certain time up to a certain degree in
order to obtain a wood core temperature of at least 56°C for at least 30 minutes. It is marked with HT. FUMIGATION:It is the process of treatment with a chemical agent penetrating into all or basic parts of the goods in the form of vapour. 16 hours fumigation by using Methyl Bromide. (Application is not accepted in Turkey.) Both methods can be used together or seperately. Cost is the determining factor in decidind which one to use. All wood packaging supplier and users of this has to prove that the wood is fully guaranteed and is accordance with the ISPM. Products having inappropriate wood packaging will be rejected by the member countries. January,2004 is the date of complete transition to the standard in most of the member countries. Marking authority is given by the public authorities of the countries party to the agreement to the companies which are component to make applications. In our country, Head of the General Directorate of Protection and Control of Agricultural and Rural Affairs gives license of application and marking. Companies that meet the conditions of "Regulation On Marking Of Packaging Materials For Phytosanitary Measures" (published in the official paper no.25452, dated 4 May 2004) have to apply to the General Directorate of Protection and Control to get the authority of making transaction and marking. Following the review of documents, the companies that appear sufficent after the evaluation report of on-site examination are given the authirity to make transaction.
